Two details matter more than the rest. The 2 GB of RAM is the hard limit developers design around, and Lightning means every accessory you buy is a dead end. It was announced and released on 9 September 2015 and discontinued on 18 March 2019, the same day Apple replaced it with the iPad mini 5. That late cutoff is why refurbished stock is still plentiful: units were still selling new into 2019, so supply has not dried up.

The iPad mini 4 was never offered iPadOS 16. Read the pattern rather than the individual rows. Chat, calls, casual games and library reading survive. Streaming video, social feeds, cloud office suites, banking and most subscription services do not. No as a general-purpose iPad, yes as a $98 single-purpose screen. The display is still lovely, the hardware still runs, and Apple is still occasionally patching it, which is more than the end-of-life trackers will tell you. But the App Store has moved on, and no amount of goodwill from Apple's security team changes the fact that the software you want to run mostly will not install.
